Chief Secretary reviews progress under Him Pragati Portal

Chief Secretary Dr. Shrikant Baldi reviewed the progress made on the Memorandum of Understanding’s (MOU’s) signed by the State Government for various developmental projects in the State, under ‘Him Pragati ‘ portal here today. He said that all the MoUs are brought under Him Pragati portal with an objective of effective redressal of the concerns of the investors and provide fast clearances to the investors. He said that the State Government is determined in making the Global Investor meet a success.

Dr. Baldi said that State Government has set up a target of completion of 118 MOU’s by 8th November, 2019 which would be inaugurated by Union Home Minister Amit Shah. He said that MOU’s signed by the State Government under this project are top priority of the Government and instructed the departments to speed up all the required clearances in time bound manner.

He said that the state government has launched ‘Him Pragati ‘ portal, a special campaign to attract investors which has shown excellent results. He said that the state would soon be able to achieve the target of investment of Rs. 85 thousand crores before global investor meet and so far an investment of more than Rs. 75 thousand crores has already been achieved.

He directed the Town and Country Planning department to follow new guidelines and to remove all kinds of no objection certificates (NOC) for land development by the department. He said since the NOC by the TCP department has no relevance, thus NOC is not required for 118 Project Proposal Report as it unnecessarily delays the approval of the developmental projects.

He also directed the Information Technology (IT) Department to remove the requirement of NOC from Panchayat for raising IT towers from the policy.  He also informed that the process of NOC has been simplified for attracting investors and directed the authorities to support investors in best possible way. He also informed that the state government is offering concessions in stamp duty pay able by industry.

The Chief Secretary said that Tourism, Revenue and Industries Department play a prime role and directed the Tourism department to prepare a land pool for developing various projects since land requirement is the main criterion especially for tourism projects. He also directed the nodal officers of the concerned departments to respond spontaneously to the issues of the investors and provide fast clearances to the investors.

Additional Chief Secretary Ayurveda Sanjay Gupta, Principal Secretary to Chief Minister Sanjay Kundu, Principal Secretary Education Kamlesh Kumar Pant, Secretaries and head of departments were also present in the meeting.
